On May 25, 2011 the HSE Research Laboratory for Economics of Innovation organized Research workshop “Measurement of Emerging/Enabling and General Purpose Technologies” devoted to discussing  the world's best practices in the field of statistical surveillance in the rapidly growing areas of science and technology.

The workshop presented methodological approaches to classification and statistics of ICT , biotechnology and nanotechnology ; the approaches of the national statistical servicesto measurement of the costs , outcomes, and economic effects of the development of these technologies.
An important part of the workshop was a discussion of possible integration of the experience existing in this area to develop the internationally harmonized methodological recommendations for the measurement and analysis of emerging /enabling technologies. Individual practices and approaches for early detection and long-term forecasting of development of new fields of knowledge were also analyzed during the workshop. These approaches are based on bibliometric methods and patent analysis, as well as on Foresight methodology .
