Foresight activities have been going on in the UK for 20 years now. Their results have been used by private companies, NGOs, local and national governments. Ian Miles, Head of Research Laboratory for Economics of Innovation at the ISSEK (HSE) and Professor of Technological Innovation and Social Change at the University of Manchester, spoke at the IV Foresight and STI Policy conference about the ways foresight helps develop the British society.

In the latest OECD Science, Technology and Industry Outlook, the Higher School of Economics’ annual international academic conference ‘Foresight and STI Policy’ was listed among the most prominent international events promoting foresight methodology and best practices. Technological foresight, as was repeatedly noted by the conference participants — Russian and international theorists and practitioners of foresight — is gradually institutionalising, developing specific rules and traditions.

On November 6-7, 2014, HSE 4^th annual international academic conference ‘Foresight and STI Policy’ took place in Moscow.The conference was organised by the HSE Institute for Statistical Studies and Economics of Knowledge (ISSEK), which includes the International Research and Educational Foresight Centre, a Regional UNIDO centre for technology Foresight in Russia and the CIS.Conference participants discussed issues related to forming national S&T foresight systems, developing foresights for separate sectors of the economy, and creating new tools for science and technology policy.The Foresight and STI Policy conference featured a meeting of the International Advisory Board of HSE ISSEK Foresight Centre.A collection of materials will be released after the conference by International publishing house Springer.A more detailed information on the conference will be published in the NEWS section of the website.

Foresight, a system of future studies in science and technology, is being institutionalized, brings together different levels of ‘scanning’ the future, and is branching out into new sectors. These trends were among those experts identified at the 4th annual international academic conference ‘Foresight and STI Policy’, organised by the HSE Institute for Statistical Studies and Economics of Knowledge (ISSEK), which opened on November 6.

On October 7-10, 2014 Maria Douka, Senior Policy Officer at the DG Research & Innovation, European Commission,delivered lectures at the HSE Institute for Statistical Studies and Economics of Knowledge (ISSEK).

Immediately after the meeting of the Inter-Departmental Commission on Technology Foresight during the XV April International Academic Conference, most of the experts invited to the special HSE ISSEK workshop took part in the round table discussion on setting up the national S&T foresight system.

Mario Cervantes, Senior economist, Head of Country Study and Outlook Division, Directorate of Science and Technology Policy, OECD, lectured 9 and 12 July 2013 at Higher School of Economics at the invitation of ISSEK International Laboratory for Science and Technology Studies.

Professor Jonathan Linton, Power Corporation Professor for the Management of Technological Enterprise of the University of Ottawa, Canada, and Editor-in-Chief of the ‘Technovation‘ journal gave a presentation ‘Centers of Excellence. Research Strategy and Portfolio Planning’ at the XIV HSE April International Aca­demic Conference on Economic and Social Development. He gave a special interview to the HSE news service.
