Institutionalising foresight studies in Russia
In the latest OECD Science, Technology and Industry Outlook, the Higher School of Economics’ annual international academic conference ‘Foresight and STI Policy’ was listed among the most prominent international events promoting foresight methodology and best practices. Technological foresight, as was repeatedly noted by the conference participants — Russian and international theorists and practitioners of foresight — is gradually institutionalising, developing specific rules and traditions.
4th Annual International Academic Conference 'Foresight and STI Policy'
On November 6-7, 2014, HSE 4th annual international academic conference ‘Foresight and STI Policy’ took place in Moscow.The conference was organised by the HSE Institute for Statistical Studies and Economics of Knowledge (ISSEK), which includes the International Research and Educational Foresight Centre, a Regional UNIDO centre for technology Foresight in Russia and the CIS.Conference participants discussed issues related to forming national S&T foresight systems, developing foresights for separate sectors of the economy, and creating new tools for science and technology policy.The Foresight and STI Policy conference featured a meeting of the International Advisory Board of HSE ISSEK Foresight Centre.A collection of materials will be released after the conference by International publishing house Springer.A more detailed information on the conference will be published in the NEWS section of the website.
Foresight Becomes a Part of Government Policy
Foresight, a system of future studies in science and technology, is being institutionalized, brings together different levels of ‘scanning’ the future, and is branching out into new sectors. These trends were among those experts identified at the 4th annual international academic conference ‘Foresight and STI Policy’, organised by the HSE Institute for Statistical Studies and Economics of Knowledge (ISSEK), which opened on November 6.

On May 22, 2014, HSE hosted an open workshop of Michael Nippa, professor ofManagement, Leadership, and Human Resources at the Technische Universität Bergakademie Freiberg. His visit was organised by the Centre for International Projects of HSE ISSEK, following the initial contact established during the opening events of the EU—Russia Year of Science in November 2013. Meeting future colleagues
On 8 April the Institute for Statistical Studies and Economics of Knowledge held Open Doors day for the Master’s programme Governance of Science, Technology and Innovation launching in the new academic year. The prospective students — quite interested judging by their questions — met the programme administrators, their future teachers, and potential employers: the presentation was attended by prominent members of the business community and government agencies.

Foresight is a Platform to Solve Development Issues
Immediately after the meeting of the Inter-Departmental Commission on Technology Foresight during the XV April International Academic Conference, most of the experts invited to the special HSE ISSEK workshop took part in the round table discussion on setting up the national S&T foresight system.
