Students from HSE ISSEK, Stanford University, and Rice University have researched how Russia and the US cooperate in cybersecurity and explored the nuances present in the approaches that each country takes in this area, including different understandings of cybersecurity-related terms. The research was conducted in 2016-2017 as part of the Stanford US-Russia Forum (SURF), a programme dedicated to developing US-Russia cooperation. Over a period of 8 months, 30 American and Russian students and young professionals worked on their projects.
An important area being researched today is the relationship between universities and the government in the formation of socioeconomic policy, and this discussion was raised at the international seminar “Universities, Inclusive Development, and Social Innovation” that took place as part of HSE’s XVIII April International Academic Conference.

Alena Nefedova, a Junior Research Fellow at the Laboratory for Economics of Innovation of the HSE ISSEK, presented the results of the study of the export potential of Russian education at the research seminar of the Centre for Global Higher Education at the UCL Institute of Education, where she interned in the month of March.
Russians turn out to be rather conservative in their perception of new technologies, innovative products and services, and willingness to use. That was discovered in the course of a survey conducted by the ISSEK experts in the scope of the Monitoring Innovative Behaviour of the Population study (2015-2016). International experts share methodological recommendations on increasing efficiency of European innovation policy, and designing technology development strategies.
On 8 December ISSEK hosted a discussion of best R&D and/or S&T management practices applied by academic organisations. Leading science, technology and education experts discussed conceptual models of R&D management, analysed various aspects of measuring academic organisations’ performance, and debated whether it would be at all possible to develop any universal success recipes.
Discussions at the “Foresight and STI Policy” conference the HSE Institute for Statistical Studies and Economics of Knowledge is hosting for the sixth year in a row, highlight the changes in approaches to studying the current state and expected development trends in the S&T sphere. Major trends of Russian and international Foresight studies include deep integration of their results into science, technology and innovation (STI) policies at all levels, growing number (and complexity) of analytical techniques, and involvement of new actors.
