The latest issue of Foresight and STI Governance (2015, Vol. 9, No. 4) covers long-term socioeconomic challenges for Russia and directions for the Russia’s science and technology cooperation; technological innovations in automotive industry and telemedicine; scenario planning method and the epistemological foundations of music piracy in the digital marketplace.
The Russian Science Citation Index project has been officially launched. The best Russian academic journals are now compiled in a separate database on the Web of Science platform. The goal of the project is to integrate Russian academic journals into international networks for scientific information exchange. 649 journals have been included in the RSCI list based on bibliometric indicators and expert assessments.
The fifth International Academic Conference on Foresight and STI Policy took place at the Russian National Research University – Higher School of Economics (HSE, Moscow) on 18-20 November 2015. The conference was organized under the auspices of the Asia-Pacific Economic Cooperation (APEC) and the Ministry of Education and Science of the Russian Federation. Among the speakers of the conference were officials and experts from Russia and other countries.
National Research University Higher School of Economics (HSE) and Brazilian Center for Strategic Studies and Management in Science, Technology and Innovation (CGEE) founded an International Foresight Centers Network. The Letter of Intent was signed on November 20, 2015, on the concluding day of HSE V Annual International Academic Conference on Foresight and STI Policy.

The Centre for Advanced Studies of Science, Technology and Innovation created last year and based at ISSEK is one of the elements of Higher School of Economics’ new architecture that is relevant to the implementation of its competitiveness program. On September 24, 2015, a delegation of the Ministry of Science and Technology of Taiwan (MOST) visited HSE ISSEK. During the visit, Dr. Yi-Bing Lin, Taiwan’s Deputy Minister of Science and Technology, a world class IT expert, gave an interview to the HSE news portal, in which he shared his view of the future of IT, talked about the potential of partnership between Russia and Taiwan in different areas of science, cited some theses of Karl Marx’s theory and showed pencil drawings of Russian historical figures that he had made himself.
The Higher School of Economics is introducing new requirements for staff’s personal pages. Our colleagues who conduct research and teach are now required to list the following identifiers on their pages: ORCID, Researcher ID, Scopus Author ID, SPIN-RSCI code, and Google Scholar. Ivan Sterligov, the head of the analytics department in the HSE Office of Academic Expertise, tells us why this will benefit both the university and the researchers themselves.

This year, HSE’s English-language Master’s Programme in the Governance of Science, Technology, and Innovation will admit its second class to the programme. Students will learn to manage technologies and innovations effectively at all stages of the process, from inception to implementation and at the corporate, regional, national, and international levels. This is undoubtedly an extremely prospective area of study, but this is not the only reason to apply to the programme.
The Higher School of Economics recently hosted a special programme for a delegation from Vietnam’s Ministry of Science and Technology. Over the course of a week, top-level officials from the country learned governance practices in the fields of science, technology and innovation in a special class held by HSE ISSEK.
